Public hospitals are not well funded, and therefore struggle to meet up proper health care provision. They experience problems such as lack of resources; lack of proper medical equipment, insufficient health care professionals, lack of well trained staff, lack of efficiency, and so on. In 2004 a study done in South Africa estimated a value of 6.7 doctors per 10 000 population [21]. For example in a public hospital if 1 doctor sees 100 patients per day, many patients will have to wait for long hours to be attended to. Increasing the number of doctors and nurses would not be feasible because public hospitals have a low budget. The most viable solution is to increase the efficiency of the hospital system through a patient prioritization system.
